Also, when you have a range of 1 to 5, statistically anomalous votes are probably very difficult, if not impossible to come by. Therefore, I don't seem much of a point.

This would prevent the effect of exaggerated over-rating or under-rating. For example if a map has an average rating of 4.00, somebody giving a rating of 1 would be unfair.

Then that would defeat the whole purpose of the rating system.
