This is an idea that abadok proposed a couple months ago. I have worked on it since then (with his help and a lot of input from Ineffable), and now it is ready to roll out...
Each clan is represented by their clan leader on a map…in this case a 10x10 grid in google spreadsheets (if this is adopted by Fizzer later, it could switch to an actual Warlight map). The clans battle for territories (cells) on the map and each territory must be challenged to take. The challenge takes place outside of that game, in another game (using one of 10 templates). The result of that challenge is reflected on the main map.
A clan leader can issue a challenge at any time on any territory bordering one of their own, but is only given 2 challenges every 3 days (if a challenge is not issued after 3 days, the challenge opportunity is lost). If the challenger wins the challenge they take over that territory. If they lose, nothing happens. A clan can challenge a spot currently in a challenge, but it will not take place until the previous challenge resolves, and that challenge cannot be re-allocated to another challenge while they wait (all challenges issued are final).
The initial setup will be all clans are auto distributed on the map with the same amount (the goal is 20 clans, 5 starting locations). The battle will be seasonal, with each season lasting 3 months. The Clan with the highest income at the end of the season wins (if there is a tie, head to head challenges will break the tie). In addition, the lowest clans will be replaced with new clans that sign up for the next season (on a first come basis)...with a max of 5 clans being replaced (if 5 new ones are interested).
To keep things interesting (so it is simply not a 1v1 Strategic format for all games), the entire map will be allocated to a list of formats (the 10 templates, some may be changed out between seasons). Every time a territory is challenged, the challenge would be played with that template (note that some are team games). The clan leader may assign any member(s) in their clan to participate in the challenge, but the clan roster must be submitted before the season and cannot change without a formal request mid-season. A player may have no more than one account in the season (I do not care if it is an alternate, but it must be the only one participating), and no clan member may participate in more than %50 of their current/ongoing challenges at a time.
Since this needs to progress at a decent rate throughout the season, there will be a 3 day auto boot on all games. If a clan is found to be stalling their games, they will be banned from the next season regardless of finish (and possibly all together if excessive). With only 60 possible challenges in a season (give or take a few based on the months), it cannot afford to be stalled. The season length/number of challenges may be tweaked (with the input of all clan leaders participating) between seasons if needed.
Clan leaders will update a challenge log, and the challenging clan leader will create the game (based on the templates provided). There will be a panel of 3-4 that will update the game progress as a result of the challenges (if you are good with spreadsheets, and a trusted person by me, please contact me to help). Anyone can view the progress however.
The first 20 clans to sign up here will participate in season 1, but leaders must have a google account to participate (leaders only). Clans must submit a roster (no more than 20 players at a time please), a leader and co-leader (backup to issue challenges if leader takes a vacation). You are not considered one of the 20 participating clans without all requirements met (rosters do not need to be submitted until right before the season starts though). There is no minimum amount of members per clan, but keep in mind a player cannot participate in more than %50 of all challenges, so if you have too few you will forfeit games/challenges. You can add to your roster mid-season, but the panel must be notified (cannot simply add to a game without notice).

i guess... i kinda doubt that the UN clan will participate but i was wondering if you are going to allow un official clans? the <SNinja> is a tag for another clan that is not offical (although we are competing for one... we have two games i believe and if we win both of them we will get one...) but i was wondering if we could play... we have some fairly good players.

If a clan leader can't participate there is a possibility for that clan to assign a "game leader" for this tournament or something? You talk of the possibility of a co-lider for vacations, but I am speaking of all the season.
