@ Ranek: Germany is easily explainable. Unlike the USA, UK or France who have a history in intervening in Africa/the Middle East, Germany has none. Furthermore, they don't veto the Palestine issue through some asinine veto in the UN. That is also why terrorism is particularly concentrated in France/UK area and not in general Europe.
Also, there isn't one single solution to deterring terrorism, of the international Islamic kind. Most of the perpetrators are young, relatively well educated people who are led by even more educated assimilated people. What triggers them is a sense of 'injustice'. For them, death is merely a reward. There is no material solution to what you can do to just eradicate that line of thought.
The only possible solution is preventing a trigger. The easiest of which are Palestine and continued USA/UK quasi-UN intervention in Muslim countries. Continue to bomb their families, their kids, their loved ones, they quite literally won't think twice before doing the same in the streets of Europe. It doesn't justify violence nor the murder of innocents in either side. But it is the easiest recruitment factor involved.
