Yes.
But note: This is true only if all teams/players complete the reinforcement card in the same turn (when the number of non-neutral territories is the same for everyone). It is sometimes the case that one team/player completes the card 1 turn after another team/player completes it. And in that 1 turn, it's usually the case that the number of non-neutral territories changes; so the value on the reinforcement card changes.
For an example, check this FFA:

Why: Because he completed his card at the end of Turn 5, when the players had 55 territories in total (that is, when there were 55 non-neutral territories); multiply 55 with the relevant percentage (check the settings, and you'll see it's 4%), and you get 2 (actually 2.2, but it's rounded down).
Exactly the same case for Ƨillynamenace: He completed the card in the same turn, and his reinforcement card was also worth +2 armies.
But cancer, on the other hand, could complete his reinforcement card at the end of turn 6, when the players had 65 territories in total. Multiply 65 with 0.04, and you get 3 (2.6, rounded up), which gives the value of the reinforcement card cancer completed (+3).
