Hi, I'm new to map making and I'm wondering how to draw irregularly-shaped objects by hand in Inkscape.

Also, how do I make a irregularly-shaped border between two territories so that the territories don't overlap?

depending on your skill level you should start with some inkscape tutorials and play around with some techniques, before you start with map making.
