There is a certain bias, yes. There is plenty of examples of militaristic devout nations though, just check out the most religious ones. The correlation of more religion = less scientific advancement is there, but only really if you go *too* devout. You can have merciless aggressive traditionalist nation, it just takes some fine tuning.
"Political radically" refers to the policies not the people. All extreme views are considered radical in that game in the sense of economical, politcal or personal freedom. For example a communists state with no economic and politcial freedom is very radical compared to a centrist democracy.
One-party states tend to be politically radical, but states that don't even have partisan politics - like a hereditary monarchy - are the least radical.
Allowing the Nazis to rally increases political freedom, unfortunately. A state can either haven an open political discourse with Nazism, or ban Nazism. State-enforced Nazism is not allowed.
This is problematic because the ability to create a nation of any persuasion is an important aspect of the game. Even if players don't agree with that their nation is doing, they still want to role play, and they should be able to.
