We could set aside land from immigrants to come to, separate to native society. If they, over a set period of time, prove themselves to be law abiding and there is space in the country, they can integrate. If they are not law abiding, they can stay there or go somewhere else.
A concentration camp is a sort of jail. Unlike other jails it contains a substantial area of land. Like other types of jails it is walled and the inmates are not allowed the freedom to leave. You propose a
set aside land. To leave it immigrants must
prove themselves. They are held on remand. That is they must be granted parole to leave. To do so they must prove themselves to be
law abiding, which is exactly the state of affairs which hold in jail. I expect that you will say that the immigrants under your proposal may return to their country of origin. That is true in some cases, in other cases it is not true. When it is not true you will have taken a victimized person and incarcerated them with the demand that they prove themselves. Asking people to prove themselves before they are granted citizenship is not unusual. To restrict their freedom as you propose is something else.
Consider the various refugee camps which have existed on our muddled planet, in some cases for decades. According to David Miliband (who works on behalf of refugees) the average time spent in refugee camps is seventeen years. In some cases people spend their entire lives in these camps. It is an unsurprising and lamentable fact that the longer refugee camps are in existence the lower the amount of governmental funding, and NGO funding, that is available. One aspect of refugee camps, which again should not surprise anyone, is that the governments of the lands on which they are sited do not want them to exist permanently. As a result, efforts to improve the camps are resisted. That is the camps are deliberately maintained in a state of squalor.
My objection to your idea is that these set aside areas, will be jails. To call them anything else would be a blandishment. And they would very easily devolve into the sort of nasty squalor found in refugee and concentration camps.
If the people immigrating to your country are causing problems don't let them in, or permanently deport them.
