The one time they do, it's after the other has moved their armies so they can both come after me. Then the player with 3x the income surrendered the second I was killed. What do you think?

Ok. I reported it. For the record, when you select that someone is cheating under "report" it sends you to a wikipedia page that literally tells you to ask the forum about it. :-)

if everyone who thinks someone is cheating would do that then you'd need a separate part on the forum else general would be too cluttered with all those kind of threads
