Offline: It's possible to put SVGs on a Universal Serial Bus, external hard drive and optical media and then transfer the device onto another computer that is able to use the device you choose to put the SVG on.

Upload the SVG to a file-hosting service such as Sharepoint then get a share link that doesn't require contributions to sign in. Then send the link to the contributors.
Attach the SVG to an IM (instant messaging) platform like Facebook Messenger and then send the message to the contributors. If you're unable to upload the SVG file-format, send the SVG to a Zipped folder and then try again but send the Zip file instead of the SVG file.
