Gives himself billions of troops in custom scenario. When asked about it claims that he would use it to "kill eventual PEs". Becomes PE himself by using it to attack everyone at start and takes the game for himself.

He's a jerk for making such unfair games but maybe you should look at the scenario before joining, mate. He's technically not breaking any rules.
