Right now I am playing a game against Pluto.

He have the whole map but ONE territory, but he wont accept surrender nor kill me. Trying to force me to get booted.
I said this will result in a warning, but he says "It's worth it".

Obviously he is ruin the game on purpose. Don't you think that would be enough for a instant/permanent ban? I think.
So sick of people destroying games, and other things IRL/on the internet, and get away with a warning.

Well, back to the game to deploy armies and wait...

I am also playing other games, so I had no real problems staying. If I had to leave of course I would have letted him boot me.

If you've never been boot or been boot a lot it would be understandable, otherwise you're wasting your time. Also, if there are cards in the game you can abandon, blockade or gift (like Apollo said) yourself out of the game (you even get an achievement for it).
