Fizzer restores clan Manager Rights to the original owner/purchaser, right?

Does he only do this if the clan is empty or also when the clan gets hijacked (i.e., someone revokes the Manager Rights of the owner)?

Clan creators can mail me to have themselves inserted as a manager for any reason.
