I never said nukes were the sole determining factor. You still have to have all the accepted qualities of being a great power. Economic Dominance, Powerful Military, Cultural Commonality, etc. Based on this metric, China is close, but their military is too far off, and they haven't achieved full Economic Strenght yet.
