Hm, article is vague because the treaty is vague. After a little digging (and thanks for the extra links Vaporx), found the actual treaty here

Does not proactively get rid of anything; just makes ISPs tell who is doing what, essentially making your ISP the police force for copyright infringement. Also, gives motivation for things like SOPA and PIPA, so the country in question can properly say that they are following the terms of this (already signed very quietly) treaty.
