I was supposed to unlock a template after 1 more win. I just won, and now my counter says 10 more wins, and no new template.

What probably happened is you already had the template at that rank unlocked. This happens since templates shift around a lot right now since the feature is new. Over time the list will stabilize and this will happen less often.

Does it means that you just go through ranks and unlock them one by one? Cause i can imagine such situation:
template A is 1st and template B is 2nd

1) unlock rank 1 - you get template A
2) templates rank switch - B becomes 1st, A becomes 2nd
3) unlock rank 2- you get nothing as you already have A unlocked
4) unlock rank 3 - you get template C
and so on

How to unlock B in such case?

B will be unlocked on a game win if it swapped with A I believe, not sure about this interaction though but i've gotten templates while i shouldn't have gotten them after winning certain games

maybe changed that and instead unlock the highest not yet unlocked template from the list? sounds more natural to me.

after reading waka post i can see how it works.
Imagine that unlocking templats it's just levelling. Every template has assigned level.
And you have access to all templates with equal or lower level.
If template's level drop , you get access to it instantly (as waka).
If templete's level rise - you don't lose access to it, even if it's higher than your level, but in exchange you won't get new one when you reach it's level - like Bane (so it's like loan you need to pay off).
Exception from the last one is template reaching level higher than you can achieve - then you lose it , but in exchange you get different template (as with every template on different level something has to take it's place)

That's pretty logical, and despite templates changing rank and disappearing from your pool may be confusing we may expect than before most players reaching limit the ranking will be pretty stable
