Anybody know how to put a Territory within a Territory?
I used to be able to exclude a part of the Territory to put a Territory in it, now I can't.
Any ideas?

Draw the smaller territory over the larger one.
Make a duplicate of the smaller territory. (Ctrl D)
Select one of the duplicates and the larger territory and use the Exclusion Tool under path (Ctrl ^)
Should do the trick.

Nope!
That doesn't work anymore!
Now if you do that you get,
"SVG groups cannot be assigned Territory_ identifiers. This SVG file has at least one group (a 'g' node) that has an ID starting with Territory_. In Inkscape, you can fix this by right-clicking the offending territory and selecting 'Ungroup'. An easy way to find this is via Inkscape's XML Editor. Please post on the forums if you need more help."

You shouldn't work with groups, grouping anything disturbs the whole map. I don't know how that relate's to Richard's post, but you should never work with groups.

Your grouping problem has nothing to do with Richard's solution, or the original problem. You must have edited something else while fighting the problem.

Seeing as I just did it moments ago in Inkscape to make sure I had the right tool I am pretty certain it works properly.
You are attempting to group territories which is an entirely unrelated activity.
I recommend you create a new Inkscape file, draw two concentric shapes and do as I instructed. It should show you how it works. In fact, I would recommend doing this for all of the Path tools to better familiarize yourself with their effects.

Arg...
You guys are missing the point!
I **know** all of the tools,
I **have** made map using them.
Now out of left field, this pops up!
I'm going to start from the ground up...

You need to clarify your statements then. You asked how to make a territory within a territory... I told you exactly how to do so in Inkscape.
The issue you are describing is completely unrelated to your initial question and relates to you having grouped some number of territories together.

Left field? What do you mean?
And before you delete everything, try one more thing: select everything in Inkscape, and I mean EVERYTHING, and type CTRL+SHIFT+G. That should get rid of all the groups. And groups have nothing to do with your problem, that error screen is from something else. Please, pay attention to our posts and don't get mad about them.

OK, some bug came up in Inkscape.
Territory #200 was also named Territory #777 in the XML Editor.
It happened when I was checking if Territory #105 had a hole in it, so I thought the problem was with Territory #105.
And sorry for the unclearness,
this was my first real bug.
You learn from experience, correct?
Everything should be back to working order...
