@Kretoma: at least partly 'cause some research suggests it's not even all that effective as a form of classical conditioning. It'd be a futile endeavor to try and ban all forms of propaganda techniques in advertising, since that pretty much is advertising. Instead, it's probably more effective to just educate people about what's going on.
