I've been trying to play a game with a friend on the huge usa map (3.1) territories, but it will only accept one players turn. If I commit first, the game eternally loads when he attempts to commit, and when he commits first vice versa. Occasionally we'll get a green server warning "Servers under heavy load." I've tried changing the settings to anything, but no luck. What gives?

that is after u get the bonuses u dont know where to place it

Seems to work now. Must have actually been the server. Was just so odd that it was always one or the other, not both players.
