I have 5 public tournaments created and no private ones. When i try to create a private one it tells me i have too many private ones (which is wrong, i have 0 private ones )

Sounds buggy; report it at https://www.warzone.com/ReportBug.

On the unlockables page, it says there's a limit to create 5 tournaments at a time.

Granted it doesn't say whether public and/or private tournaments count toward that limit.
