I don't know how many people will play on it, since I don't know what scenarios people are going to make, but I expect it to be between 2 and 40 players per game ;-)
And I'm not giving any finishing dates, partially because I don't know how long it will take, and partially because from my experience if I set a deadline I usually miss it by a year or two :S
