I think only Zenq was smart enough to figuer it out

He put all his initial reinforcement card in scandinavia and took the whole bonus on that turn. All the other players wasted the card on useless bonuses. Since the initial income is 0, all the other players are stuck at 0 income, whereas Zenq got 3 income. Thus, Zenq won, I think fair and square.
