Only by gifting him a territory with your armies on it, waiting for him to get them out and gift the territory back. But such an action would take three turns and is likely to break a bonus.

Moros, the faster method would be to simply attack that territory at the end of your turn. Would still take an extra turn and potential lost bonus to implement this method and it of course is assuming there are gift cards involved... not usually in play in FFAs.
