Ok, in 1600 europe u can pick it if :

- 2/3 in northern italy + 1/2 portugal (this way u can thread france n austria)
- there s +1/territory, so bonus doesnt count that much

** ok pick in the city could be decent

I dont know if in realtime europe its good but ... i wont pick it

REMEMBER: REAL PRO DONT PICK SPAIN !!
