lolowut, are you saying that if you are partnered with a weak player it's up to the stronger player to play puppet master? doesn't seem fair to me.
Puppet master? Not quite. When I was newer to the game I played several live tournaments paired up with players who were way above my level at the time, typically puppeting wasn't what happened. When you say puppet master, you mean that the stronger player tells the weaker player exactly what to do. No, you teach them your viewpoint and see if they have any viewpoint that is logical enough to adapt your plan with. It's hard to describe, easier to experience. Some people may not play it like that, but random teams are a golden opportunity for a willing and open-minded weak player to pick the brain of a stronger player directly. In my experience of playing random-team Europe 3v3s and random-team 2v2s, I've found it to be very interesting and perhaps the most beneficial part of my learning process.
Also you have the choice on whether to join the RT ladder or not based on the pool of players. If you see players you don't want to end up teamed with.. don't join.
