Duplicate the smaller territory (Houston), take the duplicate and the bigger territory (Texas), and then use Path -> Difference.

Ctrl and - is the shortcut for "Path -> Difference" (It's just called difference, but I tend to put "Path" as that's the toolbar it's in)
