There’s like 3 dozen of them, so there may be at least one.

With no overlapping bonuses you mean no super bonuses like The North, Dorne, The Reach etc right? i don't know any without these.. but at lvl 45 you can override bonuses when creating games, making the super bonuses worth zero, you can ask someone to do it.
