I have no idea how to deal with the AI after getting sanctioned.
Is there something I should do in the beginning or should I save my reinforcement cards.
I tryed so many ways also going for Insula Securitatis in turn 4.

If you check the stats, you will see that the level has 3.5% wr. So of course it's not going to be easy.

The Ai will always manage to sanction you. So considering your bonuses will only give you half your income for the rest of the level, it's pretty clear that you should focus on negating all enemy bonuses. Going through Insula Latinae might be a good idea ;)
