It's not really luck. There's a lot of players out there with very little grasp of the basics. Or they find all that thinking to be a headache, just like me. You need a non-zero understanding of the importance of picking (and the resulting expansion, bonus safety, FTBs, etc.), to even care what picks you get. They aren't really trying to optimize their gameplay.

On a similar note, there are a lot of players who are slightly more advanced. They tend to clusterpick badly (meaning almost anything not Australia, or a situational Africa). Their belief is that this makes their expansion faster - they aren't aware that a decent player will match their mid-term expansion and not have the same positional weaknesses. I guess this works enough against weaker opponents to be worth considering.

Either way, you get points for winning, and even bad players can win 1v1s or FFAs or team games, especially against similar opponents. So its not that they somehow luck out to get to the ladder. They just take a longer time.
