I am a bit new to this so maybe others just know and act accordingly
In my list of games was one with a cross through it meaning out but I was not sure at the time
when I went into the game the player was still being shown to have territories and so I played accordingly
And then when the moves were played ah they are now neutral armies
I feel that either they are out or in and cannot be both.
Game list says out. Game says in.

The player has surrendered after the last turn has advanced, this will show in the game list. His territories will not become neutral until the game advances to the next turn.
