I have a few ideas to change the dynamic of popular maps in interesting ways to see how they work. I've never created maps or anything before, not sure where to start. I'm mainly talking about restructuring a few bonuses here and there, and combining or breaking up a few territories.

You would have to contact the map creator and ask their permission to utilize the existing map and get the SVG file (the format imported into Warlight).
Without their permission you will have to manually recreate the map file and you would have to make considerable changes to be accepted as a new map.
