this feature allows you can make the fog settings like, 'territories that can be reached in 1 or 2 turns are fully visible, but all others are completely fogged.'
the notation {a, b} fog is territories that can be reached in or less than a turns are fully visible, and territories that can be reached in or less than b turns only shows the owner. territories that cannot be reached in b turns are completly fogged. the example above will be this will be {2, 2} fog.
current 6 levels of fog in this notation are:
No fog: {∞, ∞}
Light fog: {1, ∞}
Normal fog: {1, 1}
Dense fog: {0, ∞}
Heavy fog: {0, 1}
Complete fog: {0, 0}.
