While technically correct, this is not how the rule is implemented in practice.
Having multiple accounts is listed in the ToS as an example of unacceptable behavior under this header and introduction:

You shall not operate more than one Warzone account in a way that gives you an advantage in a game, tournament or ladder.
Multiple ("alt") accounts have been tolerated for as long as Warzone exists when used in a fair manner.
Examples of acceptable behavior:
- Never used together in a game, tournament or ladder
- In the same team
- For testing purposes
- For organization or game creation through CLOT
- In custom practice games with clearly described scenario
Examples of unacceptable behavior (which can get all accounts involved banned):
- Gaining points or coins from playing ranked against your own accounts
- Entering a tournament or ladder with multiple accounts that are not in the same team
- Entering FFA games with multiple accounts
- Up- or downvoting maps or forum posts with more than one account
- Suspension evasion or ban evasion
