Been thinking, if East U.S. had six regions instead of seven, would that be just enough to make U.S. starts viable? If so, could really open up the board.

well....
u start with 4 4 4 + 5 income. It'd have 6 territory (-1, the one u pick).
with ur 5 income, u can make 4 attack 3vs2 or 4vs2.
So, u cant get it at turn1.
Still a bad starting place.
