So basically a mod where:
1) the host (or someone designated by the host) has the ability to issue any order from the interface (e.g., to use a Gift Card even if those aren't available in the game, to move armies from territories that are fogged to them) 2) all orders made by the host get executed even if invalid (e.g., deploy 10 armies to someone else's territory, deploy 100000 armies even if you don't have that many)
W.r.t., #2, I have a question: If you, the Host, issue an attack of 7 from territory A, but someone else attacks territory A before your attack can execute- should the 7-attack still be a 7 attack or should it (as usual) be reduced based on the number of armies actually remaining on your territory? It seems that a host in God mode might want either case.
Could also sidestep this by just giving the Host first move on all their orders before anyone else's orders execute, maybe even including deployments.

Fact: this should be strictly limited to roleplay scenarios with trustworthy hosts. In normal diplos and strat games, or with a bad host, this would just be used to cheat.

Players can check settings before joining a game. This isn't really a new risk for attentive players: an abusive host can achieve the same trickery with just custom scenario.
I don't see any need for an artificial mechanism to keep this mod usable by only trustworthy players, and such a mechanism would only get in the way of adoption.

Make it so every game playing with that mod gives no XP. A mod like that can have a lot of uses in diplomacy, and unfairness should not be a factor.

I don't think there's a way for mods to force the game to be Practice. Again, a host can already create horridly unfair Ranked games using Custom Scenarios alone, and players can just check settings to avoid joining unfair games. God Mode wouldn't create any unique unfairness issues.

I've had the exact same thought before. I'd love to see a mod like this. Even though I can already see it being abused.
