we should also discuss turn1 :

a- he could get both 3s turn2. is it right not do do so ? ( I can say yes, Greenland is unlikely to be bordered while mexico is "hot").
b- given he decided for Greenland, why move Mexico and Scandy ? Scandy is a marginal mistake but the only reason to move Mexico is that he feared a counter in Canada. Then he should have checked Qaanaaq instead of Nuuk.

In the end, given that South Am was very possible I think the right move is to stay still in Mexico. That would prevent enemy from entering it turn 2.

Moving Mexico would be an inferior line had he moved differently in Greenland. As he moved, it can be considered a mistake.
