Alex, perhaps you can do this for your suggestion. When you run out of room for a regiment, you tell one of the potential members in recruitment if they want to be a leader. They can set up the tryouts, names, ect, but still part of your clan. So techincaly they can work on its own, but is still technicaly under your control, like how a colonel manages his group, but still takes orders from the general. This is just my suggestion, so its your choice.

i like the idea of regiments with 1 leader (named as you want), 2 seconds, and 4 grunts (don't name them that :p)
you'd be the leader of the 100 group, and there'd be 101st, 102nd. etc
...but that's probably not at all how it works irl, i know nothing about the military

Then if you want control of all regiments. You will have to be either a Commonwealth regiments brigadier general, brigade general, or one-star general (sometimes colonel). And other regiments will fall under your control.

it will take lots of time and planning, but if this regiment idea works, this can easily become the greatest clan on warlight, and might even get more members then REGL
