I'd use Order Priority I think. Then you can probably escape it before it can eliminate you from that area. It is too strong for you to survive even if you use delay card.

well there is also airlift. You can airlift yourself away while everyone else suffers, or can take everyone somewhere else.

Sanctions wont help you survive this turn. Diplomacy wont either...If you used them with Order Priority they would work well for next turn though.
Don't blockade for sure. Abandon might work though.
Airlift to there to provide support I think. Not away from it.

there is one tried but true strategy. Merely add an reinforcement card and perhaps that can be enough to survive.
