the armies that are there already when the game starts, for example in territory X the player already has 10 armies. in strategic 1V1 each starting territory has 4 standing armies for example

hmm... you seem to have placed 1 in deeper lands and 5 on borders. except for the shared island on south, which i guess is part of the starting scenario.
S will lose Ferumlands on first round for sure. you might want to buff there an extra 2 or 3 armies to detract folks from attacking him right away.
V also seems to be at a disadvantage starting position. his main attacker R has a lot less lands to protect, Q will likely go for the shared island and just defend against R, so R will focus mostly on north and destroy V.
H also has a very priviledged starting pos, you might want to give him less border armies to start with.
Western Provinces should probably have more then 5 aswell.
actually might be good idea to give all normal bordering regions extra per number of enemy territory they border. so if they are bordering 2 territories they get 7 instead of 5 or if bordering 3 they get 10. if bordering two attackers at same territory a little extra aswell. Like Anihc Province and Nital Province, etc.
C, F, M and P also seems highly unlikely to survive long. Should probably have some extra firepower to compensate.
A will cower in his north bonus and just let them eat each other, he should probably get a small handicap.
maybe placing some fort towns might be a good idea, a territory in the heart of the area which is valued +1 or +2. so if someone wants to wipe a player he is forced to overthrow his town. that might give some resilience to the less stronger territories and force folks to ally against each other more often. but i guess that is scenario related.
