I think if that were the case, Fizzer would've left the beta as member only, instead of fully opening it. I don't think it would make sense to go back to member only.

I doubt it would be a Member Only thing, b/c then he'd be missing out on the $ that non-members would spend on Powers & Artifacts. $ talks. I'd also expect it to be aligned with the base WZ philosophy of F2P.
It would be nice however if there were Member benefits as there are with WZC with the additional settings, mods, etc. Something simple like maybe additional rewards or still daily but better rewards, more slots for artifacts, etc. WZI is of course F2P but obviously also P2W so membership giving in game benefits is not a game breaker like it would be WZC, but also not a real factor since it's PvE anyhow (and not PvP like WZC).

When Warlight (now known as Warzone Classic) came out of beta, nothing particularly changed or was taken away from users. If anything, only additional features were added later.
I think "beta" in this case refers to the fact that it is in full development with anything still possible to drastically change and some things potentially accidentally breaking during testing. E.g. fog buster and market raid powers were altered in a way that had major impact on game play; the addition of separate caches for money/items/armies changed gameplay; the fact that everything can be a bonus (rather than bonuses always being a monetary value), the addition of hospitals and artefacts, ...
