The actual id is 4569, what you're referring to is the player number. The id increases by 1 when a account is invited by email or created. The starting few are likely to be test cases. The first and last 2 digits of the number is randomly generated.

To add on to this, in fizzer's "First game EVER" (https://www.warzone.com/MultiPlayer?GameID=1000045) He starts the game on December 31, 1969. Now I'm not a computer expert, but I'm pretty sure the technology wasn't around in 1969 to make this kind of game. It's also kinda strange that the first turn took place in 2008.
