The only AI that comes anywhere close to reasonably approximating player behavior is Wunderwaffe, and that's because Norman programmed it based on some of the same principles in his strategy guide (
http://nghood.com/warlight/strategyguide), which is widely distributed and the gold standard of strategy guides for Warzone.

Level is for unlockables, not skill. It does tend to correlate with skill a little bit because more experience = more levels. But if you want to get a grasp of their skill, better proxies include their win rates (esp. on 1v1), QM ratings, and ladder ratings with the ladder ratings being by far the best signal of these three.
are there any plans to make the AI better
None that have been announced to the players. The AI was open-sourced a few years back and that's how we got Wunderwaffe in-game, and that's the last I've heard of any effort to make the AI strong. The AI is not a good sparring partner, although Wunderwaffe is good enough to play against when you're just starting out.
what level is it playing on now?
Prod AI would probably get crushed by most players with a QM rating of 100 or higher. Wunderwaffe, on the other hand, I think would compete well into the 200s or 300s in the Strat MME scene and would probably get at least 1200 or 1300 if it were to compete on the 1 v 1 Ladder. It can beat sloppy and inexperienced players handily. It's also beat decent players from time to time.
