You can if it’s a practice game (not rated), based on the phasing.

To follow up on Norman's question, Fizzer answered in Bobby's thread that having alts on the same team is okay. So the rule doesn't seem to have changed beyond its application to Clan Wars. You can have alts on the same team but not on a different team in a ranked or competitive event where one team may affect another's performance.
