It sounded good at first read ... but the that means you get Drafts at level start ... and the next 9 after that if maxed out ... but that's not really such a big deal. Those are (A) the easiest techs to get, and

Haven't gotten it, but I imagine it can give you a noticeable edge in the early-game of Battles.
Upgrade it to 4, and you're guaranteed to start with the ability to draft.

@krinid The start with tech advancement is not bad, but I recommend to save AP for increased money from bonuses first which is the only really good advancement in phase 3 imo (meaning that investing in several phase 1 and 2 advancements gives a better pay-off than those of phase 3).

Tech advancement only gives you one of the top row techs when you start, so your chance of getting drafting is 1/4 if you only have 1 tech advancement. Also, tech advancement is pretty expensive, not only for the first unlock. Unlike the other AP advancements, which are usually continuing with low AP once you unlocked them - tech advancement upgrade requires 1600 AP from 3 to 4 techs (don't remember the numbers of the previous upgrades but they were not cheap either). So all in all, tech advancement is ok but only recommended after you got most of phase 1 and some of phase 2 advancements and increased bonus money in phase 3.

Draft Boost to fodder? brave!
I use it constantly. The boost is not big, but it adds up!

Not really. People underestimate the value of upgrading, and they like toggling their artifacts about.

Example:
I currently have an Epic Army Camp Boost. I used Draft boost as fodder for it. In my current level, I have received 10.78 B from camps and 3.02 B from drafts.

With my Epic ACB, my boost is 455% (also including Tech Boosts), so for simplicity we can say that my base income without boosts would have been:
10.78/(1+4.55)=1.94 B

So my Epic ACB contributed 1.94*0.8 = 1.55 B, and if I left it at Rare it would have contributed half that at 0.78 B.

Meanwhile, if I kept my Rare Draft Boost (16%), I would have earned an additional 3.02*0.16 = 0.48 B.

You are better off using upgraded artifacts full time rather than swapping about weaker ones. I am actually under estimating the value of the ACB because it would have had a greater affect before I had the tech upgrades.

By not upgrading and keeping weaker varied artifacts, you are hindering yourself. If you use some that you have on hand while you are waiting to upgrade, that is one thing, but in almost all cases, you are best off using anything other than your mains as fodder.

Unlikely, when Hospitals and Dig Sites were added, there was no mention in the update notes that there were any changes to AP Advancements.

Touche ... I got Stats as soon as they came out without even looking at the costs much at all. But you're right, it is an increase, albeit a marginal one - goes up 50 AP, compared to this 6700 AP increase!

Ummm ...

Phase 3 - Total = 77295 AP
Phase 4 - Total = 203,112 AP

So ... this is unattainable? Even with 25% AP max which I have ... actually earning all that would take ... longer than I have days left on this Earth?

Well I suppose if I spent $10,000 on Powers, maybe it becomes possible. (;
