What is your case for making a small map that is worth creating? Something that adds to the base, that hasn't been made yet?

All the current <20 territory maps were before that rule was implemented.

Yea, but that can ruin the aesthetic of the map.

Also pretty sure a map with dummy territories would get rejected

Imagine a duel 1v1 map but one place has 18 territories that connect to it all part of a 0 income bonus.

That is what KG just suggested I do.

You could use a default distribution mode to limit the available starts to the 2 terr you want to use.

Give them both their own bonus.

And then put 28 other territories that are part of a -999 income bonus.

I'm not saying that mine is different or better, just that I want to make smaller maps.
