Please let us change the percentage of armies killed by bomb cards, and please make them last-order cards so that they can be dodged. I'd imagine it's an easy and quick fix to do.

First one good idea. Creating mods for that seems stupid.
The second would change already established scenarios too much.

Bomb cards can be dodged by transferring in a stack first move anyway (but only for whoever has first move)

Yes, you transfer the territory after it is bombed.

They do, but if you bomb 0 armies, 0 armies get removed. Then your opponent can (having first move) transfer in a stack of armies to defend the territory.

So if you have first move, deploy income in a safe place, then transfer it in to avoid your stack from getting bombed.
