You might look at "Conqueror" (www.conquerorgame.com). It's a map conquest game ala Warlight, but adds some city management & economy features (you have to develop your territories, grow your population, manage your treasury and keep your people happy). I haven't played it in awhile, but it was a nice cross between civ & risk.
On the down side, there was no real player community to speak of (as far as I could tell), and there was only one map ever published (medieval europe). Also, the AI was extremely easy to beat.
Certainly doesn't have the flexibility or replayability that Warlight seems to have, but the game mechanics were both solid & interesting; complex, but well thought-through and fairly well executed. Enough for a couple weeks of fun if you are creative - try versus 15 AI's where you give them a 3-turn lead!
