since you're not paying taxes you're limited in features: no coin prices, no mods, no join prereqs, etc
Is this a stated rationale or just speculation? It makes sense to not have prereqs in private tourneys since everyone invited to the tourney has been... invited to the tourney.
4.20, which added modded tournaments, didn't state why only public tournaments could be modded (

It might be for user experience reasons as well, since the coin tax on tourneys (added in 3.7) was at the time understood more as a way to clean up public tournament spam (there were a
lot of public tournaments that would never start) than as a way to raise "taxes" from tournaments. Requiring modded tourneys to be public could reduce the mod load on the site (since apparently mods have relatively high server load) and/or help make mods more accessible or make modded events more exciting.
