Ok , Can anyone tell me the point of option 'Report' cause every time i meet some idiot in game and i wana report him for something,in report option it just says some other reason why i can't report him for this reason...I know there is black list,and i can see players boot percentage,but i can't see profile of all players,and in games i didn't make i can't throw them out,so what happends is that some idiot in every third game i play gets afk,or surrenders with no reason,but still i can't report him for that so noobs like that just keep playing without any punishment and keep destroying other ppls games!!! What i want is that every player that gets booted few times gets ban from all games,and that i can report someone for surrendering too early and that after few reports he gets baned for few days!!!

i don't want to just boot them, i want them to be punished for been booted a lot, like maybe a ban for a week or something,cause if i just boot someone who has no reson to leave,it will be unfair game,and it will suck,so that guy even he got booted,he already destroyed this game,there has to be a punishment for leavers, and thos that surrender or start.
Last game i played,in enemy team there was guy that after he meet me surrendered before i even attacked... he didn't have big boot rate, how could i know he is an idiot? when i wanted to report him it said ;

So what is use of this report when it dosen't let me report him?!?

letting oneself get booted is not against the sites usage policies, that's why there is no option to report a user on that.
people can get booted for various reasons, some of them are not just to spite other users.
we are telling you how to avoid joining games where you end up playing with people who get booted much too often. it won't fix what you think is wrong with the site, but it will prevent you from getting further frustrated with players who get booted all the time.

That explains why you cant report someone who surrenders.
I believe the reason there is a reported button for it, is to explain why you cant report someone for it, I'm sure that is a lot easier for Fizzer, then replying to each person who tries to report someone.
Mostly just calm down, it is a game, sometimes people dont see the boot timer, or were trying to fit in a game before they had to leave, and didn't quite do it. Whatever the reason, sure it is annoying, but they are not really doing anything horrible that I think makes them deserving of a ban.

Being booted a lot is indirectly punished by them being unable to join games with Boot Rate pre-reqs. Chronic surrendering is also indirectly punished with winrate pre-reqs. (I think many real-time games lack these, though.)
If you don't want people surrendering early, make sure that surrenders must be accepted. In an FFA, you might not see why someone wants to surrender, so keep that in mind. (Though with real-time games, not accepting generally leads to a boot...)
Banning people for a few days for getting booted too much would be a horrible idea, especially for those with multi-day games. I have ~80 multi-day games myself, and I'd probably be booted in most of those, even though I probably could have taken those turns.
The best solution: Make the games yourself, with boot rate/win rate pre-reqs so you keep out most of the people you're complaining about. Blacklist the rest of them.
If it helps any, multi-day games seem to have a lot less boots. (And, to be honest, was the reason why I switched from playing real-time to multi-day)

boot preqs dont usually solve the problem. People ragequit all the same. Making sure booted players turn into AIs usually does the job.

on my kkk acount, i have a low boot ratem but i raguequit all the same, its just that i win most of my 3v3s ;)
