The Scunthorpe problem is when poorly-designed profanity filters struggle with common words (like Constitution) that have profane or otherwise prohibited words embedded inside them. It does not apply to filters that only target profane words as whole words (e.g., filters against \bn****r\b, which would still catch the most egregious cases).
We don't need a perfect filter. Even a very basic one to tackle the low-hanging fruit would solve the bulk of the problem as it exists today.
