That's an interesting point . . . if you haven't maxed out the usual Adv's and don't have the best Artifacts again after Super Asc, and you've run out of mercs, I suppose they're better than nothing. If you're just waiting for armies from camps (gasp!) and you have money to spare, no reason not to use them. Hit or miss, you're just waiting anyhow.

I'm on the Australia map and there's a mortar at territory Goomalling, literally right next to it is a 10B territory hospital Toodyay and the mortar shows no odds of hitting it. I've reloaded the mortar twice now and still no odds shown. Recommendation: show percentages of hits for all territories within x spaces.

So it's a blind shot, with unknown hit %, and it just keeps missing?

After super ascending, I actually used them on a couple of maps. They did less damage than what the added troops needed to get the mortar in the first place. If you could buy the shot and then fire it instantly it would be better. And if the mortar boost upgrade thingy was tier one or two and was relatively cheap on AP. Also maybe if they were not the most expensive spots to conquer.
